A heavyweight land-use attorney called the county's December deferral 'in reality a land use moratorium' and asked the commission to protect St. John's Eldersburg Overlook project with a grandfather clause, citing four years of unanimous approvals.

St. John's development chief argued their compact Eldersburg project already delivers everything the consultants recommend — amenities, walkability, emergency access — and asked the commission to 'let us through the gate' rather than wait until fall.
