Civic issues
Topics getting the most attention in Carroll County public meetings, ranked by how frequently they come up.
Park Field Restoration and Youth Sports Field Shortage
The county put $5 million in the FY 2027 budget to restore worn-out athletic fields, and now a new subcommittee will rank which fields get fixed first. Rec councils reported no fields are in excellent condition, several are unusable, and every area of the county has overused fields.
Carroll County Sports Complex restoration
Krebs voted against the Sports Complex design contract, arguing the county heavily subsidizes an adult-league facility while volunteer-run youth rec councils with thousands of kids make do on substandard fields. She also flagged that the county's rec plan lists zero need for the Freedom district.
More frequent mowing of county parks
Both park regions will get four extra mowing rounds this season, adding about $43,900 to the BrightView Landscapes contracts to keep parks clear and welcoming.
Hampstead Library parking lot repaving
The library's 30-year-old parking lot is badly worn and getting a full mill-and-pave of about 4,500 square yards.
Manchester park project redirection
Manchester's $85,205 in state Program Open Space money will now go to resurfacing the tennis court with a pickleball overlay and refurbishing ponds, instead of building a new pavilion.
Municipal park funding for FY2027
Four towns — Hampstead, Manchester, Mount Airy, and Sykesville — each get $85,205 for park projects like pavilions, court rehab, and a downtown trail connector. These will be built into the county's FY2027 park program.
America 250 celebrations in Carroll County
The county's America 250 Advisory Committee previewed signature events beginning in May under the theme Carroll Voices, and presented Commissioners with commemorative coins made with the Carroll County Coin Club.
Eldersburg library branch replacement
The 40-year-old Eldersburg branch is too small, outdated, and expensive to operate. The library completed a feasibility study and wants the replacement added to the FY27 capital budget.
Spring 2026 park self-help projects
Eleven community park projects — fencing, batting cages, ball dirt, shed repairs and an irrigation well — got $80,482.80 in county money, matched by local recreation councils.
New rules for county parks (Chapter 94)
Updated park ordinances now ban smoking and vaping, require leashed pets, restrict drones and model rockets to permitted use, and prohibit running private businesses — including paid photography and fitness classes — in county parks.
Parks and Recreation Ordinance Updates
The county considered updating park rules — smoking/vaping, pets, trash, drones — and adding new rules on hang gliders, hot air balloons, and private business activity in parks. A public hearing was requested before any changes take effect.
Cape Horn Park synthetic turf field
Hampstead's Cape Horn Park will get a new synthetic turf athletic field on an existing field, with an $89,920 design-build contract awarded.
Piney Run Park Pavilion 3 Paving
Pavilion 3 at Piney Run Park is getting new paving under a $58,072 contract with M.T. Laney Company, the lowest of six bids.
