Civic issues
Topics getting the most attention in Carroll County public meetings, ranked by how frequently they come up.
Davis Road safety, width, and school bus access
Davis Road is narrow — 13 to 14 feet wide in sections with a one-lane bridge — with blind intersections at Gillis Falls Road and no sidewalks or shoulders. Residents say three school bus stops, a church driveway, and a homeschool program all sit along routes the kennel traffic would use, and school buses are already barred from the road for safety.
Traffic safety on Route 27 near Westview Road
Residents described a dangerous curve, speeding trucks, and multiple accidents on MD 27 near the park entrance, including a fatal 2016 head-on crash and an October 16, 2026 accident.
TrailBlazer Transit Route Changes
Bus stops with under three daily riders are being cut in Hampstead and Taneytown, but a new Union Bridge stop targets an underserved, lower-income community where the door-to-door ride costs about $14 round trip. Changes take effect January 1, 2027.
Bridge Repair Services
Three bridges (CL-251X, CL-306, CL-324) will get remedial repairs to extend their service life, at a cost of $175,629.88.
Road repair asphalt purchases
The county stocked up on asphalt — up to $419,000 from three vendors — for patching and repairs to keep roads safe.
Eldersburg road right-of-way acquisition
The board confirmed its September 3 closed-session discussion of two potential land purchase offers, directing staff to approach sellers.
Reidenour Way planned major street
Staff explained why the long-dormant Reidenour Way service road keeps appearing on county plans: a Fallon Drive-to-Panorama segment is being recommended for the six-year CIP because it would give Nels Acres residents a second way in and out and cut traffic on MD 26. Design is waiting only on Baltimore Gas & Electric utility work.
Route 26 corridor neglect and traffic safety
Commissioners Krebs and Kiler met with State Highway District 7 to push long-prioritized Route 26 improvements forward, seeking planning dollars and corridor-wide cost numbers so state money flows into Carroll County.
Freedom-area roadway planning study
Commissioner Krebs says the county's development review process is broken: traffic studies showing failing intersections aren't being analyzed or explained to the Planning Commission or Board of Zoning Appeals, and developers aren't paying their share of road fixes. She's demanding written answers and a fix before more approvals pile up in her district.
FY28-33 capital projects and Freedom-area traffic
Staff wants a batch of road projects — Ridenour Way, Georgetown Boulevard extended, Prothero Road, MD 32 and MD 26 improvements, and a Patapsco Greenway trail bridge — in the next capital budget. Commissioners voiced real frustration that development in the Freedom area has outpaced road relief, and want the county commissioners to hear that loudly.
Market Street Extended Project
An evening public hearing was scheduled on the Market Street Extended Project, a road infrastructure matter for the affected community.
Three-way stop safety at Liberty Road and Exchange Drive
Neighbors say drivers constantly blow through the three-way stop near the Liberty Exchange shopping center, treating it like a through route, and local teens race down Old Liberty Road. Residents want rumble strips, better signage, and enforcement — and made it clear they'll keep raising it as the retail expansion advances.
Traffic and road safety on Long Meadow Drive
A resident near a proposed 72-unit 55+ community said the three-year-old traffic study never analyzed northbound traffic onto narrow Long Meadow Drive, where fire equipment has already had trouble getting through.
Five-year transit plan
The county adopted its first updated Transportation Development Plan since 2019, setting goals and actions for public transit services over the next five years.
Countywide road paving and preservation program
The Board approved roughly $9.3 million in combined paving, micro surfacing, chip seal, and culvert contracts covering dozens of miles of county roads, mostly in Districts 1 and 2. Drivers should expect lane closures and a detour on Nicodemus Road during construction.
Eldersburg road connectivity and gated developments
The budget includes $7.7 million to improve traffic flow south of Route 26 and east of Route 32, plus $3.5 million toward Route 26 improvements between Georgetown Boulevard and Homeland Drive.
Use-in-common driveway standards
Commissioners debated whether shared rural driveways are too narrow for modern deliveries and emergency vehicles, with some wanting them eliminated entirely. Staff will research what other jurisdictions allow.
Senior and disabled transit services
The FY27 transportation plan keeps federal and state grant money flowing to Carroll Transit System, which gave more than 105,000 door-to-door and fixed-route trips last year to seniors, people with disabilities and the general public.
FY 2027 state transportation priorities
The county is finalizing its annual wish list to the state for road capacity, Main Street revitalization, and trail projects, due to MDOT by April 1.
